On the enamel and marcasite side, you have what appears to be two crossed torches surrounded by a wreath of laurels. This motif is one that often symbolizes victory or references a military insignia of some sort. So, perhaps this may have been created and circulated post-WWI. However, on the reverse side, a very ornate, almost feminine floral motif is engraved in the silver, appearing as a delicate bouquet.
